They really need to step their game up with interiors and side activities. I mean come the fuck on, you have yoga and tennis, but the vigilante missions and police car missions were gone, no home invasions, or some kind of freight robbery. GTA V really needed more ways to steal shit.

Bring back the drug selling aspect from Chinatown wars, but expand on it and you would have to deal with cartels and stuff. You'd also be able to have to control a gang of drug dealers and you'd have to deal with rival drug gangs.

They should add more robbing opportunities like stealing freight trains, maybe a scanning mechanism so you can figure out what's inside trucks, and then steal the ones with valuable shit. More kinds of stores to rob rather than a tiny shitty shop, home invasions and other gameplay mechanics to make use of stealth.
Add pedestrians with more money in them, and spawn 2 heavily armed guards near them. Also add convoys in the streets, 2 cars of heavily armed security guys guarding some high value target, more content in the open world that you can stumble into.

No. R* (or any game studio for that matter) doesn't operate by "WE DID X AND Y, THEREFORE WE MUST DO Z." It's about what feels right, what feels fresh, what would make for a good consumer experience and what the development team is passionate about.
it isn't logical to do two sunny/beachy/touristy hotspots one after another, it's boring. R* did NYC and LA again because they're iconic and because they felt they hadn't done them justice with the PS2. Vice City gets left out because 1, it doesn't work outside the 80s (R* isn't willing to go back in time anymore) and 2, it's way too fucking similar to GTA V's setting, a game which took FIVE YEARS and $250 million to make. they don't want to waste their time and money repeating themselves.
Boston is the location. They've been researching the city and meeting with Boston police, this is fact, not speculation. Unless you think it's for "Boston Noire" (it isn't), GTA VI is in Boston. Vice City is dead. Deal with it nigger.

He might have told me more if I pried, but to be honest I didn't really care. Hell I can tell you what RDR2 will have with pure speculation: bigger environment, better graphics, and a few new minigames along with returning favorites. AI will be slightly better but still mostly shit, and the story will fail at capturing the best moments of the original RDR. Will be full of bugs on release (not the testers fault tho, of course; we found em I promise).
also, I remember reading an interview with Dan Houser once, said something like "we generally stick to cities we're familiar with, we have Rockstar studios located in NYC and LA so they're good for research purposes" (paraphrasing here)
Rockstar New England is pretty much located in Boston so it makes perfect sense. I can't wait to see a new GTA city, it's been over 11 years.

Eh, Fallout 4's such a different type of game that it doesn't really matter. GTA's Boston will be contemporary, much more representative, while Fallout's is so far off from reality that it may as well be another city.
You'd have a lot of interesting and violent things happening in the desert plus you get a cartel backdrop.
