Kessler needed Cole to experience having to make a tough decision. If Cole was going to be the Savior/Ruler he needed to be able to make harsh decisions when it was necessary. He needed to be headstrong if he was going to do what it takes to take down the beast.
As for letting the beast live, I think Kessler wanted Cole to surpass the beast so he kept the beast alive as motivation for Cole to get stronger.
In all fairness though, if you give it enough thought the plot's a bit thin in places
kessler didn't know who the beast was. he was just living with his family when the beast emerged and started killing. they tried to run, but the beast hunted them down and killed his family. beast too strong, kessler too weak. he went to the past to make himself stronger and more ruthless so that the beast could be stopped as soon as he appeared.
and then suckerpunch fucked it all up in the last hour or so of infamous 2 by saying the beast aka john was only a mindless killer at first and after that, everyone who died was just a side effect of him activating other conduits' powers. (which he did to save them from the disease that was currently killing the world)
we had to kill him only because cole took a gamble and figured MAYBE using the device to kill all of the conduits would save everyone who wasn't born with the conduit gene. it worked and I guess more people lived than died, but he still killed COUNTLESS people. many of those people didn't even know they had the gene.
john's plan was at least guaranteed to save some people instead of dooming everyone.

At the end of the original game, I thought we were going to be getting an irredeemable motherfucker who commuted genocide and raped corpses. This was all based on the ending Flashbacks from Kessler.
Instead, we got a tragic figure who somehow decided to fight Cole instead of just talk to him about the RFI. Why not since he's sick of this shit.
The Beast wasn't truly unnerving or terrifying. The intro to inFAMOUS 2 should've had Cole move into Empire City to find a human conduit drenched in blood and smiling at him - The Beast.

From there, Cole should've hauled ass, coordinating with the Authorities to bomb Empire City into submission to stall the Beast or Contain him.

A giant Lava Monster looks cool,but isn't that threatening since Cole's already destroyed giant monsters.
But a human conduit so powerful that they become a genocidal psychopath is interesting. If they're powerful enough to make Cole shit himself, then that actually creates tension.
What's more terrifying?

No really, he could if he wasn't an idiot. Delsin's Brand of Power Mimicry is absolute shit. If it was like Marvel's Mimic or teh guy from Heroes, he would be literally unstoppable.
Kessler was mad. Kessler had a "human" wife and human children. Even if he knew that the Beast could cure the mutants, he didn't care.
My problem with the story of Infamous 2 is that it treats Cole as an empty puppet to fit the karma mechanic. Kessler in his anger kills Cole's future wife...before it's his wife and they have kids; so Cole without a family has has LESS of an incentive to save humans.
The way I would have preferred for infamous 2 to end is for Cole to save humanity but watch Kuo die besides him and think how he failed to save both women in his life. And in Kessler fashion he uses his last trick to go back in time and manipulate his original self to save the mutants. The good ending of infamous 2 is just disappointingly altruistic. Cole's only two persons of interest are Zeek and Kuo. It seems like bad writing that Cole ignores her. Western devs have totally anti climactic endings.

The worst thing for me was the lack of any explanation behind the re-occurrence of a conduit population after the cannon ending of 2. Aside from that news reporters guy's "There are many theories, but nobody knows for sure" in the (barely)DLC, its never explained at all.
