They gave up on it long ago. The only thing keeping it alive is the japanese third party scene. Sony recently stated they have no first party games in development for the thing.
Most vita owners often import games because some games don't get physical releases in the west. Some games don't get released at all. The best Vita devs and publishers are probably Atlus, Xseed and namco-bandai

The Vita is a great system, though. It just isn't marketed much in the US, and casuals seem to follow the crowds that say it is a dead system with no games.
Sadly it doesn't help that most game sites don't bother to mention games that aren't huge AAAs because they don't being in the revenue. So once again the Vita is just ignored.
It's alright from an end-user perspective.
High cost, proprietary everything and lack of games hold it back though.

Not only is it difficult to program for on its own, it costs roughly the same to make a game for it as it does a home console. And people actually own home consoles, so why bother making games for it?

except the 3ds is harder to develop for, which is why all the small devs and indies release their game on vita while all the big devs that can afford a bunch of programmers and optimization make games for 3ds

The 3DS sells because it is Nintendo's main focus. They are depending on those systems to sell. If they didn't have the 3DS, they'd be pretty fucked by now.
If you also take into consideration the fact that Nintendo throws out a Mario/Pokemon (two of the biggest game franchises in history) games out regularly, it is no surprise that they're selling more.

The Vita is a wonderful piece of hardware but until Sony gives it worthwhile games that people outside Japan care about, it's doomed in the west.

It's actually phenomenal how the PS Vita managed to attain an overall better library than the Nintendo 3DS selling so much less than it. Anyone else thinks this is pretty weird given how devs tend to flock to the best selling systems (so long as they aren't too weak to prevent them from making the games they want, but that never really applied to handhelds before).
Actually, I have something to add though it's been mentioned in this thread before. GTA literally saved the PSP. Business for the PSP didn't even pick up until Liberty City Stories came out in 06/07 (I forgot which year). Back then, it was fucking mind blowing that one could fit the chaos of modern GTA games on a handheld.
Problem is, that the Vita user base isn't that large and R* doesn't wanna take a chance on it like they did with the PSP since games are more expensive to make nowadays.

I was in Mexico over Christmas and my little brother brought his Vita and I watched him playing games on it from his PS4 back in Ohio and it ran flawlessly, like you were playing it right there on the console. It really is like having your PS4 right there with you wherever you go.
It's awesome but there's no way I'm paying $200 for that luxury alone.
There is a GTA game available on the Vita.
But from a business side, I can't see why Rockstar would even think about making a smaller GTA game for the Vita, given that they're still rolling in the GTA5 money. It would be a huge waste of time.
Rockstar isn't even making expansions to GTAV after how much money the multiplayer prints for how low effort content they put in.

Last year there were several statements by actual Sony Executives that the Vita was dead last year. No more first party titles, saying a Vita successor wasn't likely, and referring to the Vita as a legacy platform and writing off $90 million worth of Vita parts.
Now the PR department did come out and go "Oh they're talking about the Vita 1000" and other general things, but that's their job. Even at Playstation experience just last month other than one guy who's been a vocal supporter bringing out his own Vita on stage and saying people at the event didn't know what it was, they weren't promoting it.
Remote play requires a really good internet connection on both ends as well. Being from ohio and on a $40/month plan at best I could get the thing to connect and turn on before cancelling out and saying the connection wasn't good enough.

But if Monster Hunter was a system seller for PSP, the same would have happened for the Vita.
With an actual second analog stick people would have flocked to it. Just look at why the Circle Pad Pro was made, and even the N3DS got a 2nd nub. All because of Monster Hunter.

Vita is even easy to develop for because it has an ARM processor. Sony dropped the ball pretty hard not securing their killer app from their previous handheld.
It's a damn good machine, and I personally prefer the hardware over the 3DS, but it does have some serious flaws

The home connection needs a lot more upload speed than my cheap ass is willing to pay. On the Vita side probably not, but you're fucked if you don't have a good upload speed.
