All of the shitty mini-games in this series need to be removed so that Rockstar can focus on fixing the actual gameplay of the series:

The mini games (movie, gold course, yoga, racing, etc) were not really well fleshed out. I didn't feel compelled to do any of them more than once. Also phoning people was almost useless, only like 3 people can hangout with you and everyone else was on voicemail.

They shouldn't be removed because GTA's main point is to have a bit of everything, a simulation of life with a story of crime. That being said, the driving was indeed better in IV and needs some improvement, but I just want more realism when it comes to getting away from cops and a better system than the stars, not put random shit on the map to get cops off you like NFS, which is a shitty game anyways; shooting is spot on, not sure what you're on about; the encounters outside of story mode do need improvement, and the crime dynamics you listed are all in the game with gusto. Tennis is something I play at least once every time I get on because it's nice having a minigame that can help cool you off after a hard mission or get you warmed up, and darts, eh, either way. If they gave you a full 18 hole golf course and gave you a few different courses to go on, I'd play that all the time
