Why aren't video games written to take advantage of 8 threads? Why are video game programmers so incompetent?

Most games are pretty heavily multithreaded. The issue in the past has been that the commands issued to the gpu can only be done on one thread, so whatever thread is issuing commands to the gpu is going to bottleneck all the other threads anyway (either due to that core being maxed out it the gpu being maxed out).
Direct x12/vulkan is supposed to help with this.
