If money is an issue better to go with the TV, because you'll still need to buy a memory card afterwards. Just remember that you won't be able to play a couple of extremely early games like Wipeout 2048 since they never got patched for compatibility.

Don't really know what other the Vita has to offer.
It has plenty of other obscure but nice games, but since you're unsure go TV since you don't spend much money so there's less of a chance of you regretting it.
With PS Vita you can play few of the best games PS Vita has like Tearaway, Gravity Rush or LittleBigPlanet PS Vita
With Playstation TV you can't play any of those plus not portability
I think Vita games are best played in a normal Vita since they were meant for it, but you wont get to use the wireless features since almost no one goes outside with a Vita
None of the games that cannot be played on the tv are worth playing, so get the tv.

It's a crappy unfinished tech demo with horrible combat and wii-tier motion controls
I hate how "don't buy this $10 game for the console you already own (or is the cheaper console in this case) because there's a $30 version for the $300-$400 console you don't own" qualifies as a reason now.
