Historically the main titles sell much better here in the west than they do in Japan, and it's basically IFI's flagship series. Was one of NISA's big sellers, too, before IFI came and claimed the license.

Steam releases have all been scraps. Most fans who were interested in the ports and spin-offs already had Vitas and bought them on Vita already. Yes, you can do more with the Steam versions, but they're still scraps as far as sales are concerned.
