Whats the most reliable place to preorder videogames from? Has anyone had problems with certain retailers not being able to fulfill orders?

Why would you want to preorder video games anyway? I mean I can guess that you'd REALLY want that useless pre-order DLC, but that's about it.
Only steam, and only if it has some kind of discount for preordering, or you were planning on buying it day 1.

bestbuy has been pretty reliable for me. Most of the time, they ship my preorders a few days before street day and I get em a day before it comes out.
I think only one time they shipped it on release date and I got it days after... and it was with EDF 4.1

Amazon USED to be the best, but not anymore. So many of their preorders lack exclusives or any bonuses at all.
If you are serious about paying $59.99 for a game that will be half that in a couple months, research possible bonuses on GameStop first. Best Buy is a complete joke.

Most of their titles require third party software DRM anyways. Origins and Uplay come to mind.
Best place is Steam. At least you get a refund, no matter how limited the time frame is, the bandwidth is stable and you won't have to deal with a shitty bloated DRM-can't-play-can't-connect-to-server-tough-shit-for-you software.
People here are contrarian cunts and will bitch about Steam ever since it became popular but it's pretty much the only platform that works. That and GOG.
GOG is great but their selection is more on classic games and indies. Their customer service is great and their client is nearly as good as Steam.
Personally I usually order from Sofmap. They give out most extras. I only switch to different shops if I want a specific extra from them.
Currently have Maitetsu and Shoukomeza preordered at Sofmap.

I was surprised they weren't out of business, but Best Buy has surprisingly been all right, with their 20% gaymer club discount. Saved like 50 bucks so far preordering new stuff, counting the $30 opt in for 2 years.
Their online/phone customer service is pretty shit when it comes to making changes to pre-orders you already placed, although my in-store dudes seem slightly less clueless.

how is preorder acceptable you'll ask.
i'll give you an example. i bought de:md before the delay from zavvi at 33 euros, star ocean from amazon at 59, which got lowered to 47 at some point and returned at 55. still i get the lowest price (my order specifies 47 now).
now, if a week before the release reviews or leaks come out, they says the game is good and runs well, i'll keep the order, else i can cancel it the day before release.
