How do you make a game villain truly menacing?

Make them a normal person who works a normal job with a normal life and a normal family which you brutally murder in the opening scene. Bamboo. Motivation and back story.

The best way to pull off menacing, is to make a villain who we are painfully aware of, but rarely see. Make them ruthless, and make them single minded in their goals. It's also very important to stress how powerful they are, within their construct, that is. So no DBZ, squatting and screaming while on fire bullshit. I mean more like Darth Vader, where he's the boss, everyone KNOWS it and people who fuck with him tend to die in front of large crowds, on the spot.

Villains can posess no fear either. They have to be so ensured that they're unstoppable, that they make no hesitation in taking on the MC/s when the time comes, and actually pose a real challenge as well.

Edgy shit, physical strength alone and visuals are not the way to go. Making a menacing looking villain will basically end up becoming a new line of pants at Hot Topic. Power level bullshit will end up being stupid, as overleveling can beat them easily, so who cares? And Edgy shit (like Hitler teir bad guys) are basically just archetypes that everyone is already tired of, and will have zero impact.

Have them gain FULL ACCESS TO ALL YOUR SYSTEMS

Give them better reasons for fighting than the protagonist has.

Make him actively hunt you in the game and wreck areas you've previously been, killing people that dared to defy him.

We already see the combine draining the ocean for whatever reason, and in the beta they were sucking out the atmosphere too. I think it's safe to assume that they don't care about the planet or its life forms much.

What this guy said basically, without the word "waifu". Establish some likeable and helpful characters. Then have the villain show up, wreck your shit, and then kill or violate said likeable characters, preferrably in a gruesome way.
