Gravity Rush 1 suffered immensely from being on Vita. The dev team even said that. The game felt like tonnes of great ideas restrained by hardware not good enough to house them.
Gravity Rush 2 wouldn't be able to have the physics they've shown if it was on Vita again.
This is only a good thing.

It looks fine on the Vita. Of course if you upscale the shit out of it, it's not going to look good. Same argument for 3DS. The games look good on their screen, but when you scale them up, they just look like ass.

Look at the physics and destruction in GR2. That simply could not run on Vita, and it's pretty fucking crucial to a game literally about gravity.
