Twin stick doesn't refer to a control scheme, it's a type of game. A top down shooter with full 360 degree aim. "top down shooter" alone is a lot more general and covers a lot of other types of games.
Helldivers wouldn't be considered a twin-stick either if that weren't the case.

You're right other than this, it's not the degree of aim that makes the difference, it's the ability to move and aim completely independently.
