Short answer: Yes.
Long answer: PCSX2 dates from back before 64-bit was common. Because of the difference between how 32-bit and 64-bit work for some fundamental things, and the low level emulators like this tend to operate, they need to actually work on getting it to run under a 64-bit system first before it can be compiled that way. However, the 32-bit version will run fine on a 64-bit Windows.

amd is pretty shit for emulation but yeah you'll be able to run most games.
for pcsx2 use the latest dev build and use opengl hardware for really good performance, use dx or ogl software mode for games that need it or if you just want shitty graphics. your cpu is good enough for everything practically.

You don't really need too much. I've finished plenty of games with an i5 2500k and a 760 but even with my old 560 it was fine even rendering at 1080p.

I finished tons of games, including MGS3, with a holy fuck I can't even remember its name it's been so long. 955 BE made by AMD? And a 5870 made by ATI.
MGS3 is the hardest game to run on the emulator if I'm not mistaken and that was an ancient AMD PC.
I played that game too back then and my PC is a bit worse than yours now and when I uncap the frame rate it blasts off into the 100s.
So I've reset my OS (Windows 10 64 bit ) several times now because every time I download PCSX2 and install the necessary components for it (DirectX and C++ redist.) I can no longer access either the control panel, or file/windows Explorer, or both.
Anyone have any input that may help?

That's a GSDX screenshot, so the aspect doesn't match up with whatever's actually displayed. The monitor is 16:9 at 4K, which is why the internal res was set that way.

Emulating Yakuzas is pretty good, though there is bloom issues in non-native resolutions
Oh, yeah. The main problem is that using "just" 4K with some games looks visibly smudged, probably because they don't render at the PS2's native resolution to begin with. So then the only option is to turn the resolution up even more to compensate. Or a game will have lots of artefacts everywhere from the texture filtering or just from being blown up so much, and then the best cure has always been to blow them up even more to smooth them out.
You'll be surprised at how good PS2 games look in 4k if you ever get to see them running on a proper monitor.

It removes the damage cap but otherwise it's ass. It adds a job system which is in actually something you could force manually kn your characters builds of you wanted, is now mandatory. It also isn't officially in English, and the fan patch is not great.

I will correct myself though. Apparently the 60FPS patch only causes issues in KH2 at select parts, whereas KH1 has no such issues from what I can tell. So I suppose if one values framerate more they can go with that.

Nvidia GPUs are better for the time being if you want to play with PCSX2, the opengl rendering is slow as hell on AMD. And you need for fixing some graphical bugs like in God of War or MGS

It's not an issue in KH2 either, you can chill the bosses or just turn off the patch for 10 minutes. Music in an action game doesn't matter if you aren't a burger, the original OST is fine.
The only people currently working on PCSX2 are Linux memelords who are too busy rewriting the graphics rendering to use shitty inferior OpenGL (probably because it's all they know how to work with) instead of improving stability, functionality, or compatibility.

MGS3 ran easy as fuck when I played it a few months ago.
If you like racing games, Tokyo Xtreme Racer series is really fun (though I didn't care much for drift). Has a unique life bar style system, kinda arcadeish, cars have full customization, bunch of interesting tidbits in it. The games are extremely long though, I played the 3rd one for about a week straight and still didn't get near the end. And there is the occasional bug and graphical glitches, but they're worth overlooking.

Def Jam FFNY is so fucking fun to play every couple of years. Same with NBA Street Vol.2. Seems a lot of people like Vol.2 the least but it's definitely my favorite Street in both gameplay and art style by far.
Some people have problems running it on newer machines but I usually fine it is because they are stupid. Replaying the 4 team silent SH games recently was truly amazing. Try to do so whenever it has been long enough to fully appreciate them again.

Nope, either something in the background is causing it like driver or software conflict, the gpu simply not being powerful enough or PCSX2 just not liking the hardware
I had frame rate issues with The Getaway that improved by setting presets to the highest level (high speedhacks).
I also have some frame rate issues on Freak Out (Stretch Panic) that are slightly mitigated by changing the graphics plugin from GS to ZeroGS.

Run at a native resolution and turn off any filters first and see how much that affects frame rate. Make sure other applications are closed.
