Kojima and a few key people of ex-Kojima Productions are developing a new engine in collaboration with SCE Santa Monica Studios

The new engine is exclusive(I think, it's obvious) for Playstation 4 and PSVR usage
PS Vita and PS3 were not mentioned

There are five project games for it

Just one of them have a name: 75 years ago
(I believe this is Mr. Kojima's new game)

Who cares, I don't mind waiting to have a good experience. Unless Kojima Game runs at a flawless 60fps on console and doesn't include any aiming which will obviously be superior with a mouse, then I'll get it for console. Otherwise all I'll be getting is Nier Automata and my PS4 will just collect dust like usual. I think I might return this piece of shit and just buy one when it's $200 and actually has games.

Vidya developer here, it's time this myth ends.

Most of development, early concepts and testing of an engine happens exclusively on PC, because it's way more practical.

Engines at their core are pretty much platform independant, because it's just code that, if properly developed, should compile and run on any platform. Any decent developer makes a PC engine first and then customizes it for a console. What is used to customize and attach it to a specific platform is, most of the time, and more and more as time passes, third-party libraries and frameworks that are multiplatform themselves.

All in all, it means every engine out there has at least an embryo of a PC version, along with a set of already-multiplatform libs. Making a working PC version of a game is a trivial task, just as porting it to another console, and then ironing the couple few remaining differences is something any decent team of devs can do in a couple months.

The overall technical cost of porting a game to another platform is ridiculously low. Sales, QA, marketing, management, risk assessment and company vision are usually what make it fail.

and im not talking about framerate, which was 50-70 on my 980 at lauch, but checking the frametime it was really inconsistent and stuttering was all over the place, giving me more headaches than 33.3 ms

I've never been a big PC player but you know what? If MGS4 was on PC I could still play it as much as I want and not have to hope that a petition actually works or get a jailbroken ps3 to play with the 21 other die hard fans.

Their resource management is different than how PC manages it, in order to do a proper port devs need to expand their coverage of hardware compatibility across different levels of cpu/gpu/ram configs.

It is easy and stable IF the company made it with PC in mind for later release if console sales proved more than fruitful.

It is NOT easy if consoles was the main sales point and there is totally no plans for PC ports.
