The absolute worst is when developers try to have both though, ending in inconsistent frame rates. That's the absolute worst. But I have no problem whatsoever with 30fps. So for as long as it's stable, I'd rather settle for 30fps and improve everything else instead.

Because sorry to tell you, but the most next gen games in terms of scope and gameplay on ps4 (gtav and mgsv) both have ps3 ports, meaning that interactivity, gameplay, physics, etc is almost free and dont tax the console too much.
So if you have to lower the framerate from 60 to 30 is most probably due graphics alone as single reason, and not another factors.
