It's not that out there.
It was AAA release from Japan studio, so niche is pretty arguable. I mean no, it's not Uncharted popular, but it's not Neptunia niche either.
And the mechanics aren't really weird. Functionally speaking it's set up is a rather straightforward mission based open world game much like Infamous. What makes it unique is simply the freedom of movement. Not that that's a bad thing, but you make it sound like it's some unfathomable concept.
It's not known what kind of production it is. OVA is entirely an assumption.
Not that I'm saying it'll be a movie or TV series or anything. Just that we don't know.
What we DO know is that it's set between GR1 and GR2. That's it.
Better performance (Vita version is 30fps with drops, PS4 version is solid 60 at all times) and load times, improved visuals, includes the DLC.
If you already own it on Vita then it's still enjoyable there but if you'd be buying it either way then the Remaster is preferable.
I'm positive they mentioned the second would be coming to the west but didn't mention the year. Still hoping it won't be long after JP releases

2 has been confirmed in Europe since immediately after it was announced at TGS in September. It was confirmed for US release a couple months later at PGW in October.
