The fact that he's the only character in the history of Smash Bros to debut first and foremost in a Smash game makes him more of a "Smash Bros character" than anyone else. Note that being a Smash Bros character doesn't mean "originally intended for Smash Bros"
Literally the only reason he showed up in Smash first was because Roy's game ended up going through development issues too.
