Aside from other more justifiable characterization stretches among the cast, and a couple key moments, it felt like the whole story could've happened without him. Not him, but Ocelot was a crazy bastard from the beginning. Each installment introduces new layers to his character; you find out his secret ambitions, the lies he sells to everybody (including himself) - his arc spans the entire series. In some ways, MGS is more about Ocelot than BB or SS; he's made more consistent appearances in the Solid series than anyone else.

I just look at his weirdness in V as another phase in the character's long tradition of following his own path and manipulating others to his will. He's a classic loose cannon who always plays his own angle. Sucking up to Venom happened to benefit him greatly at this point in his life.
