Is there a single non-hostile NPC you can meet in the wilderness of Skyrim?

I feel like Fallout 4 gets fun as you level up and have access to crazier gear, on the other hand Skyrim gets boring insanely fast
to be clear, neither are good without mods
anyone have that image where you roll for your next character and what they do
I guess I shouldn't have said "much" better. But I definitely think it's better. But yeah, mods are basically a necessity. Last time I played FO4 was on November 23rd with only 36 hours, which is pretty bad for a game like this. I'll probably play it again once a good selection of mods are released and I can use the Mod Organizer for it. But even then, I'll probably only get a dozen or two more hours out of it and then be done.

In the novel Infernal City it is mentioned that after the Oblivion Crisis there are a ton of Deadric artifacts such as Sigil Stones and weapons and armor left over from the invasion.
Its highly possible that the reason that bandits in Oblivion wear deadric stuff is because they picked it off of the ground somewhere outside Kvatch.
