Witcher 3 is better, but New Vegas is different in a good way altogether. I think New Vegas is deeper cause you can build your own story, but Witcher 3's is more fun because the quests in it are more varied, have more outcomes and multiple arcs and branches to them. Witcher 3's quests also have cut scene and more cinematic vibrancy.
Some may bitch and say cut scenes are evil, but I still like them. It's just that New Vegas goes to the far end of not having them at all.

They don't change much. Faction hates you here, faction likes you there. There aren't more branching paths in New Vegas than Witcher 3. In Witcher 3, villages and more can be destroyed. Landscapes change and more, it's more impactful than freeing a city from the legion or letting them kill everyone in it.

Yeah, but like you said, that's in the ending. Both have good branching quests that open or close other quests depending on your choices, BUT Witcher 3 does it in a AAA budget way, by showing you the repercussions of your actions.
People hung from trees, people burnt at the stake, tied to stone on islands, human eating monsters left to wonder in peace. Witcher 3 just does it better. It's totally different because it is the here and now. Not just a blurb on a passing text box telling you the ultimate outcome of your actions.
