What would the point of this be? Console hardware is known at compile time, so optimal settings for a target framerate can come already set.

Bioshock 1+2 on consoles gave you the option to turn off AA in exchange for 60 frames, so that was cool.

If all games ran at 60 on consoles then I'd never needed to have bought a PC.
