it would either be very chaotic, very boring or very dumbed down
the silmarillion isn't a 'story', the only things to draw from are the ideas written in it, taken from poems or whatnot
but weaving together a game narrative would be difficult if not impossible and they'd have to make drastic changes, or it would be a game that played out like an episodic fever dream of insane shit happening, with bits of exposition telling you what you're even doing smiting the gates of angband or why you're talking to your sword after killing a dragon
doing all that stuff in regular game play would take waaay too long, kind of like reading this post
anyway, all things considered i wouldn't really mind another game like shadow of mordor that is informed by the lore while doing new things, but not taking (too many) great liberties, and honestly it would be the best we'd get besides some butchered Middle Earth tv series
