Oh this is off topic but I'd also argue that Munchlax was pushed just as much as Lucario, if not more. I don't remember Lucario getting an item named after it or a giant cutscene of meeting one randomly. I don't remember Lucario appearing in Pokemon XD Gale of Darkness either and being a major nuisance throughout the game or being a playable character in Dash either. Lucario got its own movie, but a main character in the anime owned a Munchlax, and Munchlax was shown off a lot in Destiny Deoxys.

Munchlax got promoted to hell and back. Weavile and Bonsly weren't promoted nearly as much. Notice how these 4 Pokemon were in Brawl in some way? Nowadays with Pokemon X & Y and Mega Evolution are a different story.
