NCR however is too big for its own good, and people don't like them. In game, its suggested a civil war might spur because of them.

With the CASE mod, it might be doable, but I'm using CASE, and doing essentially that, only with the .50cal hmg from WMX, and even with that things low fire rate, I'm having trouble keeping up, and have to carry a backup weapon for low priority threats. It could just be my lack of diligence though, as I don't squeeze out all the ammo I can, since I'd rather play the game than make bullets all day.

Also, word to the wise, unless your computer is an absolute beast, don't use high explosive ammo in a minigun. I can use it in the lmg, or any other full auto weapon in the game, but if I try to use it in a minigun, I drop from 60 to 15 fps. It's brutal.

Was playing a bad karma character so I just went there pretending to be a friend and opened fire on everyone.
They ran around like roaches, trying to get their power armors and survive my explosives and the turrets lasers. Not a single one survived.

And given how general the term 'culture' is, I'd wager most of the tribals are 'sophisticated' as well.
If we're talking about technology, I didn't see anything in vegas particularly impressive. Not when we've got Enclave, BOS, Helios 1, Hoover dam, the boomers, vaults, etc.
Frankly, the only advantages House has over Benny are:
1. Living for a really long time
2. Having expert knowledge of pre-war tech, (which Benny could acquire elsewhere).
