Did anyone else just not get anything out of Bully's gameplay? The story was actually pretty enjoyable but that was it for me.

The setting could be worked more, but it's still pretty risky. Gotta remember this is a school setting. I would like another bully but set elsewhere with more weapons and maybe a faster skateboard. Story was really cool and the fact that it was a school provided the gameplay with more novelty.

P1 and 2 IS have high school age protagonists. Half the NPCs in 2 are party members from 1 after growing up. The main cast in 2 EP is all adult with one exception, but they're cleaning up the mess the high schoolers from IS left behind. That said, it also has major plot callbacks to P1, so it IS recommended you play the previous two installments.
