These are my billion dollar ideas.
Double Dragon Neon? Nah fuck your shit.
Take the character design from DD Advance, make a full 3d beat em up. Side scrolling, but fully 3d environments. Basically, you take street fighter 4's art direction, movesets have huge combos and depth like in street fighter 4 or tekken, throw in parries and counters and all that shit. for two player action, throw in co-op only moves. Make the moveset so you can spend xp you gain throughout the game to unlock newer moves. You can make this like river city ransom where you buy moves and shit at stores or places throughout the game, or by spending them at the end of stages, or just hitting a button on your controller to do it. Also throw in some quick finishers that you can pull off when an enemy is close to being defeated, and for 2p add co-op finishers that you can execute together with who you're playing with. These will wrack up extra xp. Make it full fledged, at least 8-10 hours of levels and action. End of the game throw in the classic "your brother was the fucking boss all along" shit and then epic battle between you and him determines the ending of the game unless you're only playing 1p. tons of modes like boss rush, practice, endless mode, etc.. Take the original music and get vertex guy or someone with similar ability to do complete metal covers of it, like this:
do all that, and you pretty much have the best double dragon game ever made. i don't particularly care if someone steals the idea or makes it into their own IP. So long as it looks, and plays right.

A 2D platformer with an emphasis on speed and style
The objective isn't to reach the end, but reach the end at the fastest time you can, while chaining moves to create a combo for points.
As long as your feet don't touch the ground, you can chain your combo - so you're able to bounce off enemies heads, grind rails, do wall jumps and spins and flips to keep your combo going as much as possible for as long as possible.
Boss battles are built into the levels so the transition is often done when grinding on a rail, and can include challenges like racing, earning more points, or the simple "hit them enough" challenge.
The story is that you're rescuing the princess from the Funk Wizard in his Nightclub Castle, although at the end it turns out they were a trap princess.

I could see this used in stealth games, the player acting as a decoy whilst the second hologram of himself(controlled by a 2nd player or by commands from the 1st player) sneaks behind enemies.
The first player then takes over the body of the hologram.

Multiplayer in which everyone has access to time powers, like reversal, or freezing.
Basically everyone is affected by the powers, for instance if one person uses time reversal, everyone is affected by it. Meaning everyone in the match goes back to the state they were in before the reversal occurs, so kills are lost, or perhaps you can avoid dying because of the knowledge that an enemy is around a corner.
Naturally these things have cooldown, and not every class can use reversal or freeze.

For example playing the theme of another boss may intimidate the current one you are fighting, or playing a various song frequently in fights could make it into your party's theme and have various repercussions in addition to its normal buffs and debuffs.
Fist of the north star style game where you can wander around in an open world, perfect your unique fighting style, and conquer the lands.

One player is the murder and the others are guests. The murder is a normal player, but when chooses he transforms into a blurred shadow that can kill and remain unknown. However if he is caught between transformation the identity is locked immediantly.
This and other things like clues and dead bodies are linked to "evidence". Once the evidence becomes conclusive the killer can be determined. Each and everyone has their own pool of evidence and they can be shared to gain stronger evidence. However if the evidence is shared with the killer they may gain false evidence that will actually point to someone else. The killer gets stronger simply by killing and spreading more rumors. The players get closer to the truth by looking for clues and spying on each other

A turn-based RPG with the battle perspective and initiation similar to Zelda Z-Targeting. The twist would be that enemy not included in the fight would gather around the protagonist, like a mob, and join if certain requirements are met. The challenge would come from balancing fairly simple combat with preventing any more monsters from joining the fight.
"5 seconds to die"
You were part of an experiment to give you superhuman reflexes. The facility you were in was attacked halfway through the experiment, so while you got the superhuman reaction time, you never got the physical part of it. During hectic moment's (like when you're about to get killed) your reaction time kicks in, giving you infinite time to think about what to do. But since your body doesn't have the reflexes your mind does, you can still only move at a realistic pace. The game is a puzzle game where you have to figure out what realistic things you can do within that 5 seconds to prevent getting killed. Actions cost time, like lifting an arm might take a second, ducking may take 2 seconds, etc.
Think a cross between SUPER HOT and ghost trick.
Or make a joke about fps games by putting the skull inside the guy's body.

In addition to acceleration and breaking you can fire your jet left or right to spin on the cable and can detach from it at any time.
Main point being using momentum when detaching to fling yourself between cables to find the shortest and most efficient route. Almost zero air control but generous with the tolerance of hooking onto a new cable, its all in the setup of your leaps.
You can also be detached if you go round a corner too fast or at a bad angle, or if someone collides with you.
Similar pace and attitude to those multi track drifting videos. Obnoxious eurobeat and everyone takes the absurd situation completely seriously.

The game is rendered in near-lifelike detail, and there are no typical video game elements (health bars, pickups, etc). However, everything you do has a consequence: that way, you would be able to try all sorts of wacky shit that you'd never dream of doing in real life, except now you can see exactly how it'd pan out.

Idea from some other thread that seriously needs to be made - A skeleon RPG.
You start as a skeleon trying to escape from a necromancer's dungeon full of skeletons. You can pick up different bones and weapons and equip them as your body parts (or just regular weapons). As you level up, more slots become available, so in time you could have skeletal wings, or third hand (and fourth etc). All the bones and shit you carry can double as a throwing weapon.

Well, you could take the story to mutiple places, " Last " Acts so to speak, giving you different endings.You wanna strike down heaven and bring " Angels " back as undead playthings? Do it. Or rip open a portal to another dimesion and conquer that.

Groundhog Day style game where you get caught in a time loop and have to find out how to get out of said loop. There's a heavy emphasis on time management and exploration, and taking too long or ending the cycle in certain ways changes the ending you acquire.
Humanity is a creation from an ancient race that seeks to keep them ignorant of the past and to prevent the influence of the angels and God from rebelling against them for their own benefits. You play as the said heavenly figures manipulating them and plays out similarly to a strategy game with some SMT inspired turn based combat. Various races and other subspecies of "human orgin" can be manipulated into joining your cause. More advanced they are, the harder it is to recruit them.
A free roaming underwater game, horror based primarily. You can travel to the depths of the abyss and see strange and frightening creatures. The deeper you go, the less you can see in front of you and the more terrifying the creatures.
It'll be exploration based, so there's no means of defending yourself and there will be plenty of things to discover (shipwrecks for example)

It needs fleshing out (no pun intended), but I guarantee the gaming world would be shocked, stunned, and moved at the effort to make Lara's character more meaningful. I love Lara, but its about time the industry had a big shock for a change.

Interesting thread. I come up with ideas all the time for games I'd like to become a thing.
Competitive Faction-based FPS. (inb4hurrdurrhoworiginalfag) BIG Emphasis on Team play, and strategic play. Pick one of 5 factions to team up with vs. another faction to go against, or different setups.
Matches would consist of 80 - 100 players. 50 v 50 for Faction v Faction, or 33 v 33 v 33, or 25 v 25 v 25 v 25 or 20v20v20v20v20, etc. Giant teams vs a lot of small teams would also be a thing. 4 teams of 10 (Each a different of the 5 factions) vs 1 team of 40 (Stronghold-type match; 40-man faction has the center focal base of the map, and the 4,10-man factions have smaller outer-bases. The 4 teams work together to take over the middle base, while the middle works to defend, and shut-down enemy bases. Outside factions can't spawn while their bases are shut down. Only one of the 3 allied teams can restore a shut down base. Game is over when timer runs out (Big team victory), all small bases are shut down (Big team victory), or the middle base is shut down (Small Teams' Victory))
Story is kinda generic so far, but I'm working on it. Humans settled outer-space planets a long time ago. Tech is advanced, but scarce depending on the planet and circumstances, and so on (Tech is advanced, but not everyone has god-tier future-tech. Most have limited (and expensive) advanced tech). The planet the game is based on was previously inhabited by a race of aliens. Human v Alien war. FF. Human/Alien "Peace" (Still have civilian, terrorist, and clan clashes between humanity and aliens). Human Government trying for total government control. Human Separatists (Condescendingly called "junkers") want smaller government and want allowance of self-sustainability.

Stat system would be based around being intellectual or being social. Intellectual would lead to higher performance in various tasks and school, social would lead to higher social standing amongst your classmates, both guys and girls.
Your interactions with other girls would be cutthroat and to establish the pecking order - will you become the alpha bitch of your school, will you be the alpha bitch's trusted underling, or will you end up a bullied, ostracized loser?
Your interactions with boys will be more about romance. You will be able to develop a reputation however, so if you fuck every single guy, you will develop a reputation as a slut and guys will be more likely to proposition you but would be very unlikely to want to date you. If you remain completely chaste and stay a determined virgin, on the other hand, guys will see you as a cold, frigid bitch and would also avoid you, so you would need to juggle between being chaste and being a slut for optimal performance. Not all actions with guys will be purely romantic, of course, you will be able to attempt to attract beta orbiters to friendzone and turn into your followers and then give them various tasks, from doing your homework and buying you lunch to helping you destroy other girl's reputations.

Plasmodia Inc.(Cheesy name, I know) is science, weapons, travel - all around super future corp; is monopoly of wealth, constantly trying to lobby, bribe, and threaten government (Corporation powerful and wealthy enough to form its own militia). Uses aliens (They have their own advanced tech) for slave-wage labor and steal tech for their own research. Imperials (Also cheesy) invade and declare war on all factions that don't submit; Plasmodia gives heavy support to Imperials and initially, so do Aliens to further attack the Human Government (Before Imperials turn their guns toward the Aliens and begin imposing forces in full force onto them.) Aliens (Not sure of good name) initially inhabitted planet before humans shit all over them. They have super awesome tech (A lot of which was stolen by Plasmodia), but requires rare resource to use, so using their tech to the fullest of their capabilities is unavailable a lot of the time.
Gameplay would be dependent on the faction;
Imperials being very aggressive with Specials (Will get to these in a moment) and End-Games that allow to pummel opponents mercilessly.
Human Government (Now the Resistance Militia, ever since chaos of the war made the government kinda shit the bed) have Specials and End Game which help and augment the entire team, creating an unstoppable army.
Junkers/Separatists Specials consist of scavenging parts from enemy vehicles, weapons, and bases, and using them to augment weapons, augment vehicles, and create Mid Games and End Games such as the "Junk" Suit (High defense, high offense, power suit), Sentry turrets, devastating bombs, etc.

I feel like this way you could simulate the combat of the classical world pretty well. People fighting each other, people fighting over corpses, people trying to strip armour mid battle, people decapitating corpses mid battle to deny the enemy burial, people getting vengeance for their dead father and stuff.

Plasmodia has a series of different classes the player can select from. 10 basic classes that specialize in all kinds of tactics. 5 advanced classes that require "Special/End Game Points" to access (You only can be an advanced class for ONE life) and 3 elite classes (Same life rules as advanced classes). As well, they can add special pieces of tech to their loadout by spending their points.
Aliens have 3 classes, but all are versitile and flexible; however all actions (Whether it be basic combat ammo, or End Games) cost rare resource gained from breaking down enemy gear. Specials and End Games add powerful and complicated events and tech to the battle that allow for flexible assault, defense, and control of the battlefield.
Specials are like items in MOBA's; abilities and bonuses that the player gains through natural progression of gameplay.
Imperials have the simplest; basic streaks. They have a cooldown before they can use another one (Timed), but they kill enemies, gain objectives, etc. and gain access to aggressive specials designed to attack the enemy outright. Saving their "points" allows for more advanced and devastating streaks. Depending on the strength of the streak depends on the cooldown (Certain powerful streaks add long cooldowns before a streak can be used again.)
Resistance Militia have a team-based system; All progression adds points into personal Morale, and Team Morale. Personal Morale allows the players to add buffs to him/herself (Sometimes nearby teamates), gain additional stacks of buffs, etc. You can only use one personal buff per couple minutes. Team Morale allows for End Games and powerful, global team buffs that stack onto personal buffs. One allows an AI-Kill Squad to be added to the team for a couple minutes; whenever an opponent is killed by a Kill-Squad member, that opponent cannot spawn for an additional minute, and while the kill-squad is in a base, opponents recieve a "Flanking" debuff.
So pretty much Empire at War without the isometric base building and shit?
Star Wars land combat isn't suited for a Total War treatment for the same reason CA doesn't go beyond the Napoleonic Wars with their games
a Chaika rpg
You start off creating your own Chaika and start at a random location in the world. As Chaika you must acquire a party and travel around the world, completing quests, leveling up your party and ultimately recovering those remains.
The map plays out in real time like mountain blade with bandits and armies moving around doing their own stuff and either helping or hindering you. There will also be other Chaika parties that attempt to obtain the remains with the possibility of confrontations between Chaikas as they take from each other
Character action, hack and slash, beat em' up
Use whatever shitty term you want, the gameplay revolves around keeping up a chain of attacks without getting hit, essentially something similiar to gaining more style in devil may cry games
both hands are assigned to certain actions, and dismemberment in a mechanic. Lose left hand, lose gun attacks, lose right hand, lose charge attacks etc
So the game aims to really reward good players and punish bad players, especially with the mechanic where the character gets glued to the ground and the player can input a long chain of commands a'la fighting game and summon an extremely powerful special attack (so unless you are good enough to input the commands fast, you'll just get hit)
charge attacks, melee attacks, "continual" secondary melee attacks that can overwrite normal attacks that you can use between long windups of slower weapons if you can into finger gymnastics, gun combos, the long-chain "super attacks"
Game would focus around the bossfights, most of the human enemies would just be sliced to pieces quickly like in Metal Gear Solid: rising
Separatists/Junkers get End Games by collecting parts from enemy equipment. This can be weapons, vehicles, base defenses, etc. The Tools equipped and the item being scavenged determine what parts can be obtained. Parts can be used for weapon attachments, weapon enhancments, vehicle augmentations, and "reinforcing gear" (Improved gear only lasts 1 life, but Reinforcing yours or a teamates attachments/augments at a price of more parts allows for these to remain for additional lives). Likewise, Mid-Games such as Sentry Turrets, Deployable Radars, Mines, and endgames such as the "Ender" (Powerful bomb) and the "Junk suit" (Power suit) require a lot of parts and specific parts. These parts can be stored at the base for teammates to use.
Plasmodia have "Field Presence". Every time they do natural progression, they earn points that fill up a meter. When the meter is full, they earn a Presence point. They can spend points to change classes, or save them up for additional, more powerful gear for their current class, using an advanced or elite class for a life, or activating an End-Game tech, like the "Primal Fusion Mortar" (Massive damage, radiation debuff to all players in the aftermath for 15 minutes, suppression debuff to entire base if an enemy base was hit)
Hopefully it would have coop mode where you could play alongside up to three other Chaikas and you could temporarily team up to gather pieces of daddy but ultimately would squabble over the loot.

Here's the thing, "your" game already exists, it can be called either Age of Empires or Starcraft. You're not really bringing much into the industry.
Already having little over 20 players on a map creates a complete clusterfuck of what's happening.
The worst thing is that you said it'd have "strategic play":
Making a FPS on top of it means no one has a clear idea of the rest of the map nor know how the rest of the team is doing.
Fuck that, you'd have to separate the team chat between the squadron, the squadron leaders and the whole faction.
It's very clear you thought nothing of this game beyond those generic classes.
If you want to make a good team focused game, build it from the ground up without those special skills on the players. If that works out to be engaging, try adding some of those classes.

A first or third person shooter game where everyone is on office chairs pedaling forward with their own legs.
Different classes of chairs and people sitting in them. The smallest chair with the least features such as armrests (which increase accuracy) will be fast and accelerate quickly but remain fragile. They also get the tightest turns and a form of jump (releasing the spring from crouch) The most tech'd out chairs will have bullet resistant seats and back rests, a form of crouch (lowering the chair), stable armrests and supports more weight while being slowest.
Skinny people will be fastest on all chairs but less stable as well. They will more easily get knocked or blown out of their chairs. Fatter people will have more health and stability at the lack of mobility. However, their max speed is higher in downhill. The amount of weapons you can carry is determined by the max weight of the chair but also the strength of the character. Skinny people are generally weaker while fatties are stronger (don't use realism on this).
Falling out of a chair (ejecting, blown out of it and such) will leave you vulnerable but not dead. The things you can on the floor are crawling slowly without any offensive capabilities. peaking over obstacles and occasionally rolling on the side until you find another chair to mount.
Special manouvers can be performed with different chairs. Such as kicking another chair quickly across a hall while the force propells the kicker backwards. Ropes can tie several chairs together to create a sort of banzai bayonette squad with increase health, stability, speed and running over or through barricades and objects. Strong characters can throw skinny people in small chairs some distance to quickly assault or overcome campers. You will be able to switch position on your chair to shooter over the backrest.
Since everyone is in comfortable chairs the weapons will always have a high level of precision, even in high speeds and during acceleration.

Was just about to post this: Crazy Taxi, but a platformer. Think either SM64/Sunshine for TP 3D, Quake defrag for FP 3D, or Dustforce for 2D movement mechanics. Levels are full of enemies and obstacles designed in such a way that they can be tackled in multiple ways, harder ones gaining you more money/score/time. Pick up customers/items, get them to their destination, gain extra money/score and time, and go on until your time is up.

A player could be a mercenary or a tactitian. Tacticians challenge other tacticians and hire their mercenaries before or during battle. They can see the battlefield from the above perspective and contact his mercenaries to give them commands and/or advice. Tacticians also equip their mercenaries with weapons.
Mercenaries enter lobbies where they are recruited by tacticians before or during the battle. They can listen to their tacticians' orders but they don't have to. After the battle they get paid money and earn experience based on which weapon they used. With it, they can unlock different skills.

It's a 4 player co-op space exploration game where each person plays a specific role on the ship, ie pilot and merc and stuff. I use to have a wider picture for the game, but it was a not very fleshed out idea I was still pondering on a while ago.
A mmo where most of the world is unexplored and the players build there any world and become king's, knights, etc.
Anyone can attack anyone and you can even backstab your own guildies if you want to and rob your guilds treasury.
Main focus is PvP 8-10 classes and races at launch. All abilities even healing you have to aim with ton's of ways to customize your character and your characters play style. Skill matters before gear.
You are pretty much never safe except for the starting areas and if killed by another player they get to loot a fixed amount of your money.
It's possible to craft vehicles and siege weapons and you can even travel the seas on a fucking pirate ship if you want to.

FPS where main gimmick would be a powerful editor for making DIY weaponry. You would have to collect all manner of parts, scrap, junk, break down existing weapons, etc. to create weapons on the go in whatever workshop/garage/safehouse you find. The better the parts are (ie. plumbing pipes as opposed to rifled barrels) determines how well the weapon will perform. Editor has no limits and if you want to make revolver mechanism quad barrelled shotgun, you can. Three barreled, clip fed rocket launcher, you can. As long as you connect the parts well enough.
To make up for insane amounts of animations that would have to be done for this, the first person view and reloading would have to be System Shock 2 style.

A game in which you're the villain. You manage your resources trying to keep up-and-coming heroes from getting strong enough to kick your teeth in.
Chosen ones? Fuck that. There's always little ragtag groups of talented would-be heroes going around the world getting gear and leveling up. You need to make sure all of them are properly suppressed.
Put weak or no enemies in that cave? Looks like some party is getting free access to a treasure chest.
Try to put endgame enemies in the level 1 village? Good luck dealing with that endgame village where even the townspeople are high level enough to defeat midgame bosses.
You play the role of a detective on the late years of the Victorian era, you have been called into one of the most luxurious mansions in town, to solve the mystery of an incredibly gruesome death of the patriarch of said place.
Now, the game only takes place in the mansion, and everything the game has to offer is available right from the start, there is no dialogue or events that unlock as find more clues. The game doesn't actually have an ending, there is neither a win nor lose condition. All you do is move around the mansion, collecting clues and hints as to who the culprit might be.
There is a real murderer of course, but the game never outright tells you, it's entirely up to the player to decide that.
Win condition is when you seduce a cute boy and tell him your secret and as a reward you get a cute, romantic love scene.
Lose condition is when you fail to seduce a cute boy before he finds your secret and he decides to teach you a lesson by violently raping you.
Some time ago I read a game idea about a Halloween themed platformer/beat em up mix with a girl MC who gets power-up that give you sexy costumes, like a succubus, a mummy, a vampire etc.
MMO based on Norse mythology.
Huge as fuck open world with some dungeons, several words for different races/alliances. World changes when some quests are completed, but no change is permanent, as other players will be both friends and enemies, doing different world quests, that can be completed only one time in the server the whole server, but will be unlocked once again if opposite quests will be completed.
Equip is mostly dropped by monsters or given by quests, with almost no space for crafting it (so blacksmith NPC won't be very useful), A reforge function will let the blacksmith specialized characters to make a better version of pieces of equp, changing the stats it gives and also the flavor text. Flavor text also has a great importance, as you can infuse some power words in your item.
Skills works like Cabal, with ranks, exp and quests to level up until a secret rank, unlockable only after completing secret trials. Different ranks have not only different damages, but also different animations.
Gameplay is a mix between Vindictus and Dragon Nest, with stamina and SP (instead of MP) for combos and skill.

You occasional notice figures in the shadows throughout the game, better never catch a good glimpse of them.
If you eventually run out of health, your character starts blacking out, and the last thing he sees are some people who come and save you from whatever was about to kill you.
The next scene is you, going in an out of consciousness, all you can make out is you appear to be on some sort of operating table, and there are some dark figures around you.
You wake up near the area where you almost died originally, you seem fine, but then you notice the skin on one of your forearms is gone and replaced with leather or plastic, sewn onto your arm where you skin should be.
You slowly come to the realization that the dark figures run an intervention program to save lives, and the fee is harvesting their skin and organs.
Every time you die more of you is replaced with more bizarre and gross parts, leading up to when the skin on your face is harvested. If you die after that, it's game over.
I don't really know anything about the game itself, but I have the death mechanic figured out. I always thought it would make deaths in a video game have weight to it.
