Its a thing they created to handle saves. You don't directly import saves any more. Instead, you get on the dragon age keep website and fill out a checklist of all the shit you did in the other games, and that is used to generate your world state in Cisquisition.

Yes.
The app is their way of fucking with pirates/avoiding bugs that plagued DA2.
Basically instead of importing the save like you'd do with ME1->2 you are supposed to launch the app which reads your Origins and DA2 save files and compiles a world state for DAI to read.
If you lost the previous save/don't want to replay but want to see how different choices play out you can manually assemble the choices from both games and make a new save game too.

You go to the Keep website, log in to Origin, it imports your (PC only) saves, and you can make any changes you want and export a world-state to start Cisquisition with.

That's it. You don't need to ever return to the site again. It's literally for setting the backstory to your playthrough and nothing else.

One of the earlier Phantasy Stars was the first game that really did it effectively.

Agarest 2 has an interesting twist to the generational concept, from a story perspective. Totally different from Agarest 1's (which also played with generations).
