Biggie is mostly typical "gangster rap" par for east coast rappers at the time. However, he captures the essence of that scene very well, the production and delivery are both spot on as well.
Rap isn't all about lyrical content, you could argue its origins stylistically lie in scat, early rap had lots of made up words aimed at creating a certain feel and rhythm.
If you take lyrics for any musical genre out of context, you'll find find them to be pretty shallow (with perhaps a few exceptions).
