Not only do they rerelease a console that's much better than the original 3ds, but they design one of their biggest games (smash), and limit it's character roster (and perhaps other features) because of the limited capabilities of the original console?

Imagine you're GameFreak and you know there will be a Pokemon Gen7 on a new handheld eventually even though you're currently making Gen 6 models. Wouldn't you want to take the easy way and make ~750 higher quality models now as opposed to making ~750 lower quality ones now and then making better versions for all of them later? It makes Gen 6 take longer to make and run worse in favor of making Gen 7 easier.

Its lazy, but it makes sense to do it that way. There is also a precedent as Pokemon Colosseum reused many models from Pokemon Snap/Stadium[2] for Gen 1 and 2 Pokemon as opposed to making 252 brand new models. Also Game Freak was never known for their drive and have always been lazy.
