Yeah probably.
With fullplate you can use weapons that get more leverage by using both hands.
A shield is pretty wasted since the coverage points of the plate and shield tend to overlap.
What you'd best be using the shield for at that point is wedging it into your opponents armpit to prevent them from getting a proper swing at you.
Everything else can probably be solved by a an offhand utility weapon if you choose to carry one.

Depending on the material it may be more resistant than plate armor, which would make it more usefull against certain weapons but I'm not sure.

When better armor came on the scene not only did the armor all by itself protect you from all the peasants weapons, but you required more powerful two handed weapons to deal with the other people in armor.

This is why you see shields fall out of use. Generally speaking the only time both good armor and shields were used together was the roman legions, and they were just steamrolling barbarians most of the time anyway.

So it would make most sense in video game if
Lighter armor classes = shield+one hander
Heavy armor classes = pole weapon

The only time you would see heavy armor + shields use is mounted knights carrying around a kite shield because why not lances are one handed anyway.

When armored your typical weapon that isn't a piercing weapon will only be able to get into exposed or weaker spots in the armor.
This allows you to close the gap with your opponent in a less risky fashion and when fighting someone equally in full plate you can take a sword and halfsword it to get more maneuverability to stab at weakspots while exposing yourself less at the cost of range.

When not armored you've got much larger surface area to strike, any slash or stab is potentially fatal and is less likely to glance off of anything and more likely to get you dead on.

The general rule is that when you're outranged you want to fight in your opponents guard, if you're at the same range you want to be a step away from striking and when you outrange you opponent you want him to be out of your guard.

There is a funny story when it comes to power armours.
The models you can see in first 2 games had to be redesigned when Van Buren came around, the explanation was in lines of - it looked nice in 2d with not-that-elaborate animations, but when we tried to make 3d model... nobodyou would be able to move in that armour, it has bolts and shit in the least practical places possible.

The power armors were mostly redesigned to fit with today's design stardards anyway.
Back in the 90's, the game industry was still quite amateur, and so were the designs like the power armors in FO1 and 2.
You'll notice the same thing with any concept art for games back in the 90's. It was mostly amateur artwork as well. Now when you look at it, it's on par with movie concept artists, extremely professional.
So when it came time for Fallout 3, an experienced and skilled concept artists redesigned the power armors and a lot of other things to a better design. Not only in terms of looks but in consistency as well.

2D armor is fine. The issue was amateur design with no knowledge of appealing shape design.
Armor is already 2D in the concept art.
It then gets translated to a 3D model.
Besides, you can make armor practical without sacrificing the cool factor.
That's exactly one of the challenges an artist faces. How far you can push the boundaries but still make it believable. The essence of fictional work.
