as in: they update some stuff, and leave other as it is, as a placeholder for a future update

so right now big picture looks inconsistent in many places

I'm baffled by the recommended infinite scrolling part with thumbnails, but you can't click on thumbnails to see in an overlay - they send you to the store page and then you need to go back.

That's totally at odds with the idea you can scroll through uninterrupted.

But Valve has always had pretty awful UX team.
