Diablo 3 actually has a mod, Dark D3, to get rid of it because in that case and most cases its muddies the clarity so bad.

If you have ever played say Battlefront 2 on PS2 then on PC you can see it. Everything in PS2 while fun has a blur around it to soften the textures. Or in Goldeneye on N64 everything in the distance slowly fades to gray to hide the face the N64 draw distance was all of 2 yards.

I just have no idea what it is called and in the OP screenshot you can see it in the lights and in how the game is basically just rendering part of one street.
