Saying gg when you lose is a sign of respect towards the person that bested you. A gesture you are not holding any hard feeling and that you believe that it was, indeed, a good game, despite you losing.
Skipping on it is usually a sign that you are frustrated, or that you don't believe the loss was fair. Similarly, you might use it when you win if you believe that it was a close win, though I'd probably wait with posting it if it was a wipe, otherwise it might seem like rubbing it in.

In general, it's a sign of respect and acknowledgement that it was all in good sport. If you refuse to do it, you can easily look like a cunt to others.

Nigga it's easily 15 years old. said it back in the day in counter strike. Said it back in SC. nobody I've ever met back then was sore about "gg" it was just what was said at the end of the game because that's what it was. Yes sometimes you wrote more if it was a particularly interesting match and sometimes you even befriended People. Still it was just a polite way of ending the game.
