It's generally accepted that 2DS-tan is blind in one eye, because she's actually disabled (compared to her sister) and lacks depth perception.

But with the "no official designs" rule, anyone is free to adopt and submit their own interpretations and stories of these characters. Personally I'm kind of fond of the idea of there being multiple versions of the same Console-tan, for certain consoles. So if you want to create a 2DS-tan that switches her eyepatch to the other eye and change personality, you could make one up for yourself.
