Also, all the locations which were originally gonna be in Van Buren (Denver, everything in Legion territory) should be put into a game made by Obsidian. NCR canon, Legion is now a dwindling empire, and you can either assist the NCR or Caesar. The map should also include the entire NV map so we can see how that area changed after the NCR officially arrived.

I want a raider dominated wasteland where they've settled and established a few rough towns. Picture the pitt except there's citizens between the slaves and the raiders, and the raider clans are quarreling with the legion closing in on the area.

Bethesda were either too lazy to design new enemies or never even finished the first Fallout. Most likely both.

Moving around across ruins of tilted buildings, crossing from one to the next with catwalks and makeshift bridges and rarely going down to ground level which is infested with rabid radioactive dogs/deathclaws. Climbing on top of a ruined skyscraper and looking at the ruined skyline at sunset with the occasional bomb crater here and there. Have entire areas serving commited to a species of terrace farming of sorts so that people can grow minimal food without needing to go down to ground level, while trading for the rest in exchange for the useful technology left in the harder-to-reach buildings.
But of course, nothing of this will happen because Bethesda doesn't know how to engine.

still im thinking if you have an entire building fallen on its side and you have to go inside of it, navigating through to get out the other side
or even for skyscrapers, just the idea of one would be really cool, they could be used as like huge multi-level dungeons or lookout points to get your bearings in the city
you could have something like Tenpenny's society except with every single level of the tower being accessible and the single building acting as a whole city
or my ultimute fantasy would be like a glider sort of transport which you could get late game and glide across the map from high up enough

Honestly it'd be wise to keep sewer levels to a minimum. Those never, ever end well, and they're usually dull because there's rarely anything interesting to look at down there. Underground levels would work best if it were about you exploring abandoned research labs and the like, places where you can find lots of lore bits and cool machinery with nice aesthetics.
Biggest problem with such a setting would probably be the plot though, it'd have to have scavenging the ruins as a central point, because there's absolutely no way people would establish a permanent settlement in such a place unless there were high rewards involved. It could have a couple S.T.A.L.K.E.R. overtones while also borrowing from the plot of Fallout Tactics, have a big faction that the player is part of/can affiliate with being a company of professional scavengers paid by the NCR to search for rare technology in the ruins of the city that one day discovers/awakens/activates some sort of ancient pre-war defense system that can do Very Bad Things [maybe even an autonomous computer system like the computer from Fallout Tactics?]. Conflict can come from having opposing factions hearing rumors about the discovery and establishing bases on the ruined city themselves to claim it before the NCR does, maybe even the last stranded Enclave remnants in the Midwest.

Non FO3, there's that guy in Klamath that trains you in unarmed and makes fun of you for believing in wee li'l leprechauns, and I think one of the Blades in the boneyard was scottish, so there's still something in the british isles.

Fallout set in a snowy area could work very well if it also used original designs for most mutants, factions, etc. Unfortunately, Bethesda is too incompetent to pull it off. The shitty movie called The Colony made me want a game like this.

In a world closer to sensible, there would be other factions already coming into power there, rather than a bunch of dicks with their thumbs up their asses sitting in a town made out a boat or a town made out of some planes. There are no "bigger picture" connections between the towns in FO3. In FO2, every town had some way that they related to the bigger picture of the world, some sort of basic little economy. FO3 towns are an npc gallery where you get to listen to a dozen faces talk at you in the same 5 voices.

I'm sure not many here will concur with me, but I'm actually ok with Fallout becoming a FPS (maybe not following the original saga, but as a spin off), the real problem is how bethesda handle it, the implementation is poor.

Basically, it's the subversion of the american romance of the nuclear family (the vaults being semi-authoritarian hells, the subversions of mid-century commercial art), the strength of the american military (nuclear war with the soviet and chinese powers), and america's origin in expansion(the hell that is the wastes, and the small, grit-and-gristle settlements found throughout).
Of course, these themes may be translatable to other locales, but these games are developed by americans, and whenever they had to port them they stopped letting people shoot kids.
