Well actually, him being black holds some importance, the story being set in the deep south, and adds subtle undertones without being too weird about it. It adds some drama, and allows the player to fulfill their wish of playing the race card :P

But it does. Him being a black guy in the deep south lends certain racial undertones to certain specific scenes. Its not all his character, or even the most important aspect, but it wouldnt be the exact same story if you made him white or asian by any means
