even though the entire game revels in how nonsensical it is, more than anything else it jokingly jabs at what the MGS series does. Armstrong himself is this really strange fusion of almost every previous MGS big bad.
Basically he wanted to turn the US into Somalia, except other countries would need to be turned to shit in order to motivate American citizens to act. The weak would be purged and the strong would lead the nation into a glorious future, in theory.
For the time, a good strong dictatorship is what a country like Germany needed.
These days only a handful of countries might benefit.
