Well it does. It determines what party members you get/lose. Some people you need to constantly agree with/help to or they leave your party etc. Some people you can only unlock by for example agreeing with a proposal from an unrelated character (that you can also not even have at that moment if you fucked up somewhere) to train additional archers for the group. Some decisions lead to getting rare/powerful items too like solving a riddle at that one shrine.
