I do wonder how much has changed already, they're clearly at the polishing stage or done with it
With the game coming out next month all balance, physics and additions are probably done in the 3DS version (with balance and physics being the same on wii u)
They're probably at the debugging stage on 3DS and almost done the additions/polish on Wii U (sakurai said they only released at different times due to debugging being too much at the same time for both versions)

We saw that Ike got blue flames and palutena's model may even have been changed a bit on the face, and lucinas landing lag seems less than what marth had, so there's some polish work.
I would say its safe to say any changes and features are now final, any new gameplay or screenshots they give us are how its gonna be in game

A Fox player will beat a Ness player of equal skill due to basic character advantages because if both players are equal, only the attributes of the actual characters will be the variable in the match.

UMvC3 is a perfect example of this. Most top guys use the easier-to-use top tier characters such as Zero, Virgil, Morrigan, Doom, etc. and then apply their skill on top of their advantages. However, I'd say at least 2/3rds of that game's characters are viable at top-level barring some horrid matchups (Haggar/Magneto makes me fucking shudder) given good skill, but it takes more effort. Shuma-Gorath made Top 8 at Evo two years in a row via two different players, and yet he's not one of the better characters on tier lists. One year TWO different MODOK players got in Top 8 if I recall.
