Dark Brotherhood in Skyrim doesn't follow the code of the actual Dark Brotherhood.

Their sanctuary and the person in charge turned it into a simple assassination gang that kills purely for fun and profit.
The current leader even admits to not believing in The Night Mother.

That is until you become the listener and everything gets destroyed. After that, it's operating as normal, just with very few members.

But the way the Dark Brotherhood normally operates is the night mother tells the listener about a potential contract. A speaker is sent to set up the contract. Then any of the brothers can execute it.

But in Skyrim, you do all of that, and the other members are doing nothing, unless you take one of the initiates along with you.

There's only ever been two Sheogoraths from what I understand.

When Jiggylag died, so did the first Sheogorath.

You are ignoring Ehlnofey, you see all laws of universe are some spirit that decided to fuse with Nirn to create a law or a thing. Gravity exists because of some ehlnofey, plants, water, air etc.
Y'Ffre is the reason why forests exist, he fused with Nirn to create his idea, and it's legit to worship him because even though 8 Divines did more for basis of the existence, he did a pretty important thing too.
There are millions of Ehlnofey so millions of lesser Gods.
