Even if they wanted to make MGR2 they would have to find a place for Raiden, Sunny and Boris.
The recurring characters would need to be explained if they all suddenly vanished, because they played a major part in the story.

Raiden is killing cyborgs on his own. They just need him to have another change of heart, maybe his kid gets taking hostage, so there'll be some story to tell. Then raidens going get his body again destroyed, upgraded, then he defeats the enemy and once again reunites with his family. There you go MGR 2.
