Is it wrong for a developer to tell the player that they are missing out on the intended experience by playing below normal?

It's not wrong, and it's very funny that anyone could think so or be offended by it.
However, I have to question why devs even bother. If you really believe that a difficulty level doesn't provide a worthwhile degree of challenge such that it impairs the player's experience of the game, just don't bother with making it. It's a waste of your time and a waste of the player's time. Just cut it out and focus on the difficulty levels that are better.

Go a step further. Mock the player viciously for choosing anything but the hardest difficulty. Maybe it'll weed out the normies. Narrower target audiences make for better games.
