Most RPGs are bad because they're not actually RPGs. See Dark Souls or Final Fantasy for example.

There has literally never been an RPG with good gameplay. You can scream "MUH STORY MUH LORE MUH IMMERSHUN" all day, but the fact of the matter is that every RPG is a fucking terrible video game.

if you cut out all the traveling, reading, thinking about builds, and made the combat take seconds I wonder how many hours you could squeeze out of the average RPG gameplay, probably not that many

RPGs have more allowance for downtime and variety. It's easier to have you doing a variety of things when all of your inputs are just through menus anyway. For example I've just finished Persona 5 and I don't mind spending hours just hanging out with people and raising my social stats. If it was nothing but dungeons it would get old fast. Usually in FPS games there isn't that much to do outside of combat, so the package is more concise. It's also a lot harder to pace as a result. Both are good approaches in their own ways

Linear shooter:
>Is literally all about the action and downtime is usually considered a bad thing
>Level design is extremely important, arguably the single most important part of the game when in a lot of RPGs combat moves to an arena or actual level structure isn't all that important
>Little RPG mechanics to keep you occupied for hours contemplating your build
>tying the mechanics into the quieter story portions is harder because the story isn't really the point most of the time

Also I think a shooter can actually go on too long, sometimes a game just overstays its welcome. It's called bad pacing.
