I still hold Drawcia as one of the "WTF" bosses since the whole game you hardly fought anything like her since the main bosses where minigames.

Western society is heavily divided by social and economic classes. In cyberpunk, this manifests as a chosen few having access to the best tech while the masses are complacent with flying cars and better medicine, and corporations playing 3D chess against one another in a bid to control the flow of technology because that's what controls the world. Saying it's just about quips completely ignores the significance of how Western, especially American, society writes cyberpunk.
However, I think he's right that the plots of a lot of cyberpunk involve an "everyman" who can take out highly trained soldiers, is a stealth and tactical genius and eventually ends up saving the world or having much more of an impact than he ever could have hoped to have in real life. Basically, as much as cyberpunk is written with the class struggle in mind, it usually just ends up as a revenge fantasy for middle class/liberal authors to unleash their frustrations on capitalism.
