The empire is weak and couldn't fight against the Aldmeri dominion. How are elves going to get to skyrim? Conquer their way through? Wishful thinking. Hammerfell and Morrowind have their own problems to deal with, and there isn't much love between them and the Nords to start with. Cyrodiil won't come to the aid of a province who just won a rebellion against them.
