Would you play a tactical RPG if it featured only cute girls getting their clothes ripped and torn if they take too much damage? Thus lowering their defense in the field and the clothing damage matters forcing the player to but new clothes/armor after the battle.
Would you play a game like this?

Are you asking this because you are advertising a game that works like this? I really like tactical RPGs so I'd probably play it, though the clothing stuff stuff sounds more obtrusive than appealing. In fact I'm looking for something to play right now, please suggest something.
I'm no expert in lewd games but I figure it would make more sense to reward the player for playing well (with scantily clothed cute girls) rather than for 'taking too much damage'.

Of course not, but I like where you're going with this. Mgs2 came out very soon after 9/11, but I imagine the game was in the works for at least a year. The plot of mgs2 is the same as 9/11, but with a boat.
Fun fact: 33 years before the towers fell, they began being built. Also, 911 became the national hotline number that same year.
