Has Japan gotten over its lack of self-confidence yet?
Around 2009, Inafune said that Japanese games are 5 years behind and total trash, and implimented a policy of outsourcing their series to Western devs. This resulted in several bombs, which ended up killing several franchises. What Inafune didn't seem to realize is that while there are some great Western devs, not all of them are that calibur, and they were giving their series to cheap low quality devs. DmC showed that Ninja Theory was just absolutely out of their league compared to Capcom. DmC reboot went on to sell 1.9 million copies, and DMC4: sold 3.0 million.
>Itsuno had to explain how to animate punches, as NT was just animated punches that were the same speed from beginning to end. Itsuno explained that punches were instead like explosions of quick movement. Mass Affect: Armada made the same error.
>NT's artist drew a bunch of enemies with blades, and then had no answers for how they would be used in battle. It implies NT just drew random shit, but never thought about how it would affect gameplay.
Japan is home to some of the best dev teams in the entire world. These are companies that have been at it for years. The solution isn't relying on trash Western devs, thinking they have some magic power simply because they're western. Japan has to believe in itself.

After having extreme slowdown/PC meltdown on launch day, I kind of forgot about that game.
Does it have any penalties vs Tropico or Sim CIty? In Tropico, you just can't win. You could have a fantastic transit system leading to free housing, and people will still set up shanties everywhere.
