Yes, its ideal moment to start, 0 is a prequel so you don't have to know anything about previous games and it's best in the series. If you like it in few months there will be remake of first part.

0 is a good starting point, play in release order when you start on the mainline games.
A remake of 1 is releasing august 29th, so you might want to wait for that, but the original still holds up fine. They just put out some reprints of 1 and 2 so if you have a working ps2 you can try to find a pair.

It's really not a lot like issac, most importantly no synergies. Unless you really like bullet hells with a dodge roll mechanic I would stay away. The guns are generally shit and damage caps on bosses means it's ALWAYS a slog no matter how good your gun is. Did not enjoy it personally.
