They make up only a small fraction of the total population. With such a small sampling size for something like the Oscars, it's expected that small groups wouldn't appear at all. Might as well be asking why there's no Asian nominations. There are nearly 14 million Asian-Americans, after all. When you look at the actual winners, Black actors are actually over-represented when compared to how few black Americans there actually are.

And people of colour aren't offered more roles because they don't have any fucking money. It's white fathers bundling their family in to the minivan and taking them all the movies on Friday nights, not black fathers. Aside from the "haha broken families", white people make up the majority of the population in America, and so hold the majority of the wealth. Of course more products and marketing is going to be geared towards the people that actually have money.
