He could've gotten a guard or Captain Phasma to get it for him but he took the time to find one and signed it himself. This proves how thoughtful he is. An interview with the director, but I don't see what's wrong with that. Directors and writers often explain things about characters in their films that isn't immediately evident in the films themselves. Two hours isn't enough time to learn every single last thing about a character.

As for the SS I can't really speak to that. From what I understand they weren't a hivemind and as is usually the case in real life as opposed to entertainment, people tend to have less of clear cut idea of who they are and why they do the things they do.
