Yoda didn't specify, but the "diminishing" of the Force seemed only to apply to their clairvoyant abilities. This is kind of like in Dune where the Guild Navigators' ability to see the long-term future is clouded by the presence of a more powerful psychic - the Kwisatz Haderach. It's kind of implied later in the Dune series that the most powerful clairvoyant, Leto 2 (the half-sandworm) has such a powerful vision of the future it locks in everyone else, so no free will is possible.

So maybe Palpatine's dark side power is so great it kind of locks out the Jedi from being able to predict or influence the future and the Jedi have become so used to having the ability that, like the Guild in Dune, they can't see what's right in front of their faces.

The force is about balance. Did you see how many jedi there were compared to sith in Ep 1-3? That's why the Sith are so strong; the force is divided equally between the sith and the jedi.

Anakin literally brought balance to the force by killing jedi children.
